JEFFERSON CITY — Senate Bill 23, sponsored by Sen. Mike Parson, R-Bolivar, was recently signed into law. The measure modifies numerous laws relating to taxation, creates the “Rebuild Damaged Infrastructure Program,” and clarifies how Missouri collects out-of-state taxes for online purchases.

“I am proud of the lawmakers and staffers who worked overtime on this bill to make sure all the provisions represented good, common-sense policy,” said Sen. Parson. “Most importantly, this bill will help everyone by addressing previous concerns over protecting Missourians’ right to vote on tax policy.”

Senate Bill 23 eliminates both state and local use taxes on motor vehicles, trailers, boats and outboard motors, and instead collects a sales tax for the titling of these items. Taxing jurisdictions that did not previously approve a local use tax will have to put to a vote of the people whether to discontinue collecting sales tax on titling of the motor vehicle bought from someone other than a licensed Missouri dealer. These same jurisdictions will be able to hold a vote to repeal the tax.

The legislation also creates the “Rebuild Damaged Infrastructure Program” to provide funding for the reconstruction, replacement, renovation or repair to any infrastructure damaged by a presidentially declared natural disaster in the state.

“In addition to providing immediate relief to victims of natural disasters, such as the Joplin tornado, it’s important to re-establish the needed infrastructure so families know they can rebuild in the area and have access to services,” said Sen. Parson. “Without this assurance, many times people relocate to other cities and towns, further adding to the decline of the affected area.”

Senate Bill 23 also clarifies how Missouri uses Nexus to collect out-of-state taxes for online purchases; changes the Missouri Museum District Act, which expands the scope of museum districts to include buildings and areas used for promoting culture and the arts; and addresses alcohol-related traffic offenses and moving traffic violations, among other provisions.
