Legislative Priorities of Sen. Munzlinger Signed Into Law

JEFFERSON CITY — State Sen. Brian Munzlinger, R-Williamstown, announced today (7-2) that two of his top measures will become law, after Senate Bills 504 and 745 are signed by the governor.

"These are two examples of legislation that help Missouri citizens,” Sen. Munzlinger said. “Senate Bill 745 continues the transition from the Missouri Department of Revenue to local county sheriffs’ offices for the conceal-carry permit process. Senate Bill 504 aids with the transparency of the rules process for all state departments. I've made an effort every year to sponsor a piece of legislation that streamlines or offers more transparency of government and I am proud to add SB 504 to this list."

Senate Bill 504 spells out that all state agencies must make proposed rules available to the public by providing a Web page containing a summary, full text of the rule and a fiscal note for each proposed rule, as well as a link to the Missouri Register.

Senate Bill 745 says information retained in the concealed carry system cannot be distributed to any federal, state or private entities; however, sheriffs may access the concealed carry permit system to issue permits, verify permit holder information, change permit holder information, and suspend, revoke or cancel a permit.

Under current law, qualified firearms safety instructors cannot have more than 40 students in a classroom. Senate Bill 745 states that these instructors cannot have more than 40 students per instructor in the classroom. In addition, SB 745 modifies a provision allowing firearms safety instructors to register with the sheriff in the county in which the instructor resides.

Both measures will become law on Aug. 28, 2014.
