Senator Bob Dixon Announces Senate Confirmation of Springfield Education Leader to State Lottery Commission

JEFFERSON CITY — Senator Bob Dixon, R-Springfield, today announced the confirmation of Paul K. Kincaid, Independent, as a member of the State Lottery Commission. The governor named Paul Kincaid to the Lottery Commission on Sept. 18, 2014, as an interim appointment, subject to Senate confirmation. Today (1-15), the Senate gave its unanimous approval to the appointment for a term ending Sept. 7, 2017. 

“I have followed Paul’s long career with Missouri State University, and worked closely with him as a legislator,” stated Sen. Dixon. “His service has been characterized by impeccable integrity and the utmost professionalism. With his independence, professional experience and background in education, I know he will work with his fellow commissioners to keep the Lottery on track and true to its statutory purpose.”        

Paul Kincaid retired from Missouri State University in October 2014, after 28 years of service, most recently as chief of staff and assistant to the president. He has been active in the Council for Advancement and Support of Education (CASE) and the American Association of State Colleges and Universities. Kincaid is a graduate of Phillips University. 

The five-member State Lottery Commission supervises the Lottery, issuing rules for its governance and appointing the director, who runs the day-to-day operations of the Lottery. In 1992, Missouri voters approved a constitutional amendment directing Missouri Lottery net proceeds solely for public education.
