SJR 23 - This resolution contains the proposal for requiring
a federal balanced budget. Federal outlays cannot exceed
receipts in any fiscal year and the debt limit cannot be
increased without a vote of three-fifths of the members of both
houses of Congress. The provisions of the amendment may be
waived for any year in which there is a declaration of war in
effect.
