SB 601 - The act modifies the circumstances wherein a territory located in a public water supply district can detach. A territory may detach if the district has not made service available, provided no loans greater than twenty-five thousand dollars are outstanding. Consent to detach is not needed if the district cannot provide water lines to the territory in question within three years after a request for service has been made. The act requires any political subdivision, municipal corporation or private entity to first petition the court for the territory in question to be detached before any infrastructure may be built.
