HCS/HBs 1818 & 2345 - This act allows the Commissioner of Administration to reserve certain contract provisions for negotiation after the award of a contract to the lowest and best bidder. The reservation of post-award negotiation shall be indicated in the solicitation for bids, along with the timeframe for such negotiations. The act does not require post-award negotiations if the Commissioner is satisfied with the proposal of the lowest and best bidder. Furthermore, the Commissioner is permitted to cancel the awarded contract if post-award negotiations fail.

This act is substantially similar to SB 1253 (2024) and a provision in HCS/HB 752 (2023).
