HB 2599 Modifies provisions relating to transactions involving secure identity verification

HCS/HB 2599 - Under current law, a person purchasing intoxicating liquor must present the licensed retailer with a valid government identification.

This act provides that a licensed retailer may use a secure identity verification system that uses an electronic scan of a unique physical characteristic identifiable to the individual to determine whether the person is 21 years of age or older. No retailer shall be required to use any secure identity verification system and all retailers shall accept a valid government-issued identification if using a secure identity verification system.

Additionally, any business that offers consumers the option to pay through a secure identity verification system shall also accept at least one of the following alternative payment methods: cash, check, valid debit or credit card, or electronic payment services.
