JEFFERSON CITY — It will be easier for homeless and unaccompanied youth to start rebuilding their lives under a proposal pre-filed by State Sen. Elaine Gannon, R- De Soto. Senate Bill 772 permits homeless or unaccompanied youth and emancipated minors to obtain a free driver’s license or non-driver identification card, while simplifying the verification process to determine their status as homeless. 

“Homeless children and youth face enough adversity without the added stress of having to pay for legal documentation,” said Sen. Gannon. “Waiving these fees and streamlining the verification process will help eliminate another barrier for our most vulnerable children.” 

Under SB 772, a minor’s status as a homeless youth may be verified through a letter from a governmental or nonprofit agency, local education liaison, school social worker or counselor or an attorney representing the child.
