Governor Signs Senator Denny Hoskins’ Regulatory Sandbox Act

JEFFERSON CITY —State Sen. Denny Hoskins, R-Warrensburg, was excited to see a number of bills passed by the General Assembly and containing many of his priority provisions receive the governor’s signature this week.

Sen. Hoskins had a hand in each of the following pieces of legislation and is proud to see them take this final step.

  • Senate Bill 894 was combined with Sen. Hoskins’ Senate Bill 825 and establishes a “Regulatory Sandbox Act” to help innovative new businesses thrive and encourage their development.
  • Senate Bill 872 which is functionally similar to Sen. Hoskins’ Senate Bill 1129, issues a sales tax exemption to utilities and provides a grant to help supply broadband internet to areas of the state lacking it.
  • Senate Bill 802 is identical to his Senate Bill 92 from last year and creates the Missouri Rural Access to Capital Act which provides a tax credit to investors for investments in rural businesses.
  • House Bill 1912 modifies the taxation of pass-through entities to allow income tax credit to be claimed by S corporation shareholders and contains Sen. Hoskins’ Senate Bill 1131.
  • House Bill 2057 is the same as a provision in Senate Bill 299 from last year and changes the definition of ‘video providers’ in the law to prevent additional taxes on streaming services.

“It’s always a happy moment to see your legislation cross the finish line,” Sen. Hoskins said. “I truly believe each of these pieces of legislation will help improve the lives of Missourians.”

These bills will go into effect on Aug. 28, 2024.
