Sen. Roberts’ Historic Tax Credit Bill Signed by Governor

 

JEFFERSON CITY — State Sen. Steven Roberts, D-St. Louis, sponsored the “Historic, Rural Revitalization and Regulatory Streaming Act” in an effort to bring significant reforms to Missouri’s Historic Tax Credit Program (HTC). The bill was amended into House Bill 2062 in May and signed into law by the governor Tuesday. 

 

“Missouri’s State Historic Tax Credit Program was once considered a model for the rest of the country, but it eventually fell short,” Sen. Roberts said. “Presently, reviews of applications for HTCs are delayed as long as a year, and developers have to navigate state standards that do not match national standards. These reforms will address the unnecessary and what I believe are intentionally burdensome regulatory attempts to suffocate the program by establishing deadlines for application responses and requiring standards that match its national counterpart.” 

 

Senator Roberts added, "Passing this bill was a team effort with stakeholders and a lot of bipartisanship. I want to thank Rep. Travis Wilson for sponsoring the mirror House bill and working with me throughout the year to get this across the finish line.”

 

Senator Roberts’ Historic Tax Credit fix will tremendously impact the City of St. Louis and Kansas City. It also makes the program more accessible for small and rural developers by increasing HTC in counties outside of those cities from 25% to 35% of total rehabilitation costs. The new law goes into effect August 28.
