The Fight Continues

Hello from your favorite Senator Angela Mosley!

This week Senate leadership agreed to a change to the Senate rule regarding the motion to move to the previous question (PQ). A PQ is used to end discussion on a matter and force it to a vote, it is typically used to end filibusters. While commonly used in the Missouri House of Representatives, it has traditionally been frowned upon in the Senate due to the desire for more thorough discussion, debate and compromise the upper chamber is noted for. 

A PQ previously required ten signatures to go to a vote, under the new resolution it would require eighteen. This ensures the majority of senators agree that discussion should be ended and the matter brought to a vote. This is a large win for the Senate Minority Caucus because it was through a series of PQs that multiple bills overturning the voice of the people were passed during the last week of the 2025 legislative session. 

With that hurdle cleared, I have turned my sights to the growing utility bill crisis. Rising rates have continued to increase financial pressure on everyone, even more so the most vulnerable in our community. For that reason, I oppose Senate Bill 838. This bill lowers electrical companies’ requirements to produce or purchase renewable energy, lessening the obligation for these companies to invest in renewable energy. It also redefines ‘renewable energy’ to include nuclear power. I believe this makes no sense. First, nuclear power, while not contributing to greenhouse gases, still produces nuclear waste that must be disposed of. Our community continues to deal with the damage caused by radiation in Coldwater Creek. In addition, this will stagnate the growth of cheaper and cleaner energy in the state. Ultimately, it passes savings onto the company rather than to the consumer. For those reasons, I oppose this bill.
