Senator Rusty Black's Legislative Update for the Week of Feb. 9, 2026

Hello from Jefferson City. This week was particularly busy, with visitors and committee hearings filling our schedule. In the Senate Local Government, Elections and Pensions Committee, my legislation, Senate Bill 975, received a “do pass” vote and was reported out of committee. The bill, which reforms provisions governing ambulance districts, is now on the Senate calendar for perfection. On the Senate floor, Senate Bill 974 was debated and perfected on Feb. 11. This measure aims to protect veterans from “claim sharks” by regulating fees charged for assistance in veterans’ benefits matters, and now awaits a third reading and vote before moving to the Missouri House of Representatives for similar consideration.
The Senate Appropriations Committee held budget hearings for several state agencies. We reviewed funding requests and priorities for the Missouri National Guard, the departments of Agriculture, Conservation, Labor and Industrial Relations, Elementary and Secondary Education, the lieutenant governor’s office and the Missouri Department of Corrections in this week’s hearings.
We also welcomed many constituents to the Capitol. Agriculture educators and other local groups stopped by to share insights on rural development and education. Engaging with citizens and hearing their perspectives remains my priority.
